System structure of the direction:

a)  website of the certified register;

b)  periodic promotional and informational edition of the certified register;

c)  team of experts;

d)  certification procedure;

e)  certification documents;

e)  register of the international certification standard of quality;

g)  rating of international leaders of quality;

h) rating, image, honorable and awarding diplomas, certificates, medals and figurines.

 

Concept of the registry naming: the registry, the certification procedure and certificates have international nature. They are designed to be implemented and developed within the global international commercial practice.

Abbreviation: ICSQ-775

Part of the name, consisting of numbers (index of the registry): 775

  • the first number «7» - 7 categories (levels) of the expert assessment;
  • the second number «7» - 7 maximum factors (elements) of expert assessment within the last - the highest category of expertise. Possible factors of expert assessment are divided into three main groups:
    1) experts;
    2) certification object;
    3) the material under study. Within the expert analysis of the certification object various fact-based, analytical and functional (technological) criteria of assessment with wide nomenclature of assessment characteristics are used.
  • the third number «5» - 5 maximum number of stars within each category of the expert assessment.
  • Maximum possible range of the expert assessment of quality expressed in numerical registry index:
  • the first number of the index of the registry varies from 1 to 7 and defines the category (from seven possible categories (levels)) of the expert assessment the certification was held in;
  • the second number of the index of the registry varies from 1 to 7 and defines the number of factors (elements) of assessment from 7 possible used in the certification;
  • the third number of the index of the registry varies from 1 to 5 and defines the number of "stars" (from 5 possible), given to the object of certification in the process of certification in the relevant category with the use of certain number of criteria of expert assessment.

Possible variants of index ranges of registries: 1-7; 1-7; 1-5.

For example with the index of 135 (five maximal stars (credits) of the qualitative standard, given on the basis of the use of three factors of certification of the first category (level) of the expert assessment), certification standard will be defined as ICSQ-775/135.

 

Categories (levels) of the expert assessment.

Categories (levels) of the expert assessment in their quantitative index and content-based equivalent define the scale, depth and quality of the expert assessment, as well as quantity of experts involved, level of their qualification and volume of expert analysis. There are seven levels of expert assessment.

Results of the positive expert analysis and certification:

 

More than 90 % of experts  voted «yes» or more than 90 credits

 

More than 80 % of experts  voted «yes» or more than 90 credits

 

More than 70 % of experts  voted «yes» or more than 90 credits

 

More than 60 % of experts  voted «yes» or more than 90 credits

 

More than 50 % of experts  voted for passing certification on the category or more than 30 credits of the expert mark (of maximum 100)

Term of legal validity of the certification results

The term of legal validity of the certification results (expert verdict) as well as documents and attributes, drawn up and designed on the basis of such results is: for the expertise of categories 1-2 - 1 year; for the expertise of categories 3-4 - 2 years; for others categories of expertise - 3 years. The term of validity of the certification results is shortened if the object of certification was significantly changed within this term. Validity of the certification results is considered as canceled from the moment of such changes. The term of validity of the certification results for categories of expertise 1-2 may be doubled in case of presentation of the declaration concerning the stable unchanged condition of the object of such certification (and approved by the IUCI) by the initiator of such certification during the last 60 days of the stated term.

 

Cancellation of results of the certification and guarantees, provided by the IUCI

Results of the certification and guarantees provided by the IUCI will be canceled if facts of illegal behavior of the following persons within the term of validity of certification, affecting the results of certification, are undoubtedly proved: a) initiator of the certification - concerning the illegal intentions during the initiation and ensuring the terms of certification; b) the certification object property rights owner - concerning carelessness towards full and objective presentation of the necessary information to experts, prevention of misrepresentation of information and ensuring the proper conditions of holding of certification procedures; c) experts or other persons authorized by the IUCI, violating the principles of exclusion of any elements of formalism, incompetence or carelessness of such persons during certification procedures.

In case of cancellation of the certification results and guarantees provided by the IUCI on the basis of the above-mentioned consequences the relevant legal responsibility as well as obligations in compensation of material and other losses of all parties concerned is laid on the culpable persons.
